Birmingham, 1968. A Chief Superintendent dying of cancer asks Detective Sergeant Collins and Detective Constable Clark to investigate a possible case of corruption in the City Council. Very quickly they find themselves involved with bent councillors, shady builders - and the IRA.

As the body count mounts, Collins and Clark realise if they cannot stop the IRA from gaining a foothold in Birmingham's building trade, the city could become a very dangerous place in which to live.
